1. Introduction
Welcome to Certify.
Certify is an educational and document-support platform created for students, prospective students, university students, graduates, parents, guardians, educational consultants, and other individuals who require educational or related support services.
The platform may also allow independent educational consultants and service providers to create accounts, manage their clients, offer approved services, receive requests, and communicate with users.
These Terms of Use explain the rules for accessing and using our website, mobile application, communication channels, and services.
By creating an account, submitting a request, making a payment, or using any part of the platform, you agree to these Terms of Use and our Privacy Policy.
If you do not agree with these Terms, you must not use the platform.
2. Services Available on the Platform
Our services may include:
- School and university admission support
- Examination-related support
- Educational counselling
- Course and career guidance
- Scholarship information and support
- WAEC, NECO, and JAMB-related support
- Examination number retrieval support
- Result and certificate verification support
- Original result and admission-letter printing support
- State of origin and local government certificate assistance
- Birth certificate and birth attestation support
- Police character certificate application support
- Newspaper publication support
- Reference and recommendation letter preparation
- Marriage and death registration support
- Educational document review
- Application and document submission support
- Other lawful educational or administrative services
The specific services currently being considered include WAEC certificate support, NECO examination-number retrieval and verification, JAMB document printing, police character certificate processing support, state-of-origin documentation, birth attestation, marriage documentation, death registration support, and related services.
We may introduce, modify, suspend, or discontinue services as the platform develops.
Not every service will be available in every state, country, or location.
3. Our Role
Certify provides educational information, application assistance, document-preparation support, communication tools, and access to independent consultants.
Unless we clearly state otherwise, we are not:
- A university or school
- An examination body
- A government ministry or agency
- A police authority
- A civil registration authority
- A visa or immigration authority
- A scholarship provider
- JAMB, WAEC, or NECO
- A representative of any government organisation
We do not issue government certificates, examination results, admission letters, visas, or official records ourselves.
Where permitted, we only assist users with lawful applications, document preparation, submission, collection, retrieval, verification, or communication with the relevant authorised body.
All official documents remain subject to the approval, verification, processing time, and requirements of the responsible organisation.
4. Eligibility
You may use the platform if:
- You can legally agree to these Terms
- The information you provide is correct
- You use the platform only for lawful purposes
- You have not previously been permanently restricted for fraud or serious misconduct
If you are under 18, your parent or legal guardian may be required to:
- Approve your use of the platform
- Submit information on your behalf
- Supervise your use of the services
- Authorise any payment
- Accept these Terms on your behalf
We may request proof of age or parental or guardian authorisation before providing certain services.
5. Account Registration
You may be required to create an account before using certain services.
When creating an account, you agree to:
- Provide accurate and complete information
- Keep your information updated
- Create a secure password
- Keep your login details private
- Notify us if you suspect unauthorised access
- Accept responsibility for activity conducted through your account
You must not:
- Create an account using another person’s identity
- Use false or misleading information
- Access another person’s account without permission
- Share or sell your account
- Create multiple accounts to avoid restrictions
- Allow another person to impersonate you
We may request identity or document verification before approving an account or processing a service.
6. Information and Documents Provided by Users
You are responsible for ensuring that all information and documents you provide are correct, complete, authentic, and legally obtained.
Depending on the service requested, we may ask for information or documents such as:
- Full name
- Date and place of birth
- Residential address
- Telephone number and email address
- National Identification Number
- Passport photograph
- International passport
- Examination number
- Academic results
- School and examination information
- State and local government of origin
- Parents’ or guardians’ information
- Supporting affidavits
- Payment or transaction information
- Other documents required for a particular service
The information requested will depend on the service selected. The uploaded service lists identify different requirements for WAEC, NECO, JAMB, police character certificates, birth documentation, state-of-origin documentation, marriage documentation, and other services.
You must not submit:
- Forged certificates
- Altered examination results
- False affidavits
- Fraudulent identity documents
- Incorrect personal information
- Documents belonging to another person without authority
- Documents obtained through an unlawful process
- False claims about your state or local government of origin
- False information about a deceased person
- Misleading professional or academic qualifications
We may reject a service request, suspend an account, or report suspected fraud to the appropriate organisation where legally required.
7. Providing Information About Another Person
Some services may require information about another person, including:
- A parent
- A guardian
- A spouse
- A witness
- A guarantor
- An alternative contact person
- A deceased person
- A consultant’s client
Before providing another person’s information, you confirm that:
- You have permission or lawful authority to provide it
- The information is required for a legitimate service
- The information is accurate to the best of your knowledge
- You are not using the information for fraud or impersonation
You must not secretly submit another person’s private information for an unrelated or unlawful purpose.
8. Processing Times
Any processing time shown on the platform is an estimate and not a guarantee.
Processing may be delayed because of:
- Incorrect or incomplete information
- Missing documents
- Verification requirements
- Government or institutional delays
- Public holidays
- System or network problems
- Changes in an institution’s requirements
- A user’s failure to respond
- Events outside our reasonable control
Some of the service descriptions currently contain estimated completion periods ranging from a few hours to several days. These periods should be treated only as estimated service times until they are confirmed for each request.
We will make reasonable efforts to provide updates where a significant delay occurs.
9. Independent Educational Consultants
The platform may allow independent consultants to offer educational and related support services.
Unless otherwise stated, consultants are not employees, partners, agents, or legal representatives of Certify.
Consultants must:
- Provide accurate information about their qualifications
- Describe their services clearly
- Charge only disclosed and approved fees
- Deliver services professionally
- Protect clients’ personal information
- Keep clients’ documents confidential
- Meet agreed deadlines where reasonably possible
- Follow platform rules and applicable laws
- Avoid misleading promises
- Use client information only for the requested service
- Report suspected fraud or security problems
Consultants must not:
- Guarantee admission, examination success, scholarships, or employment
- Claim to control the decision of a government agency
- Create, alter, or obtain fraudulent documents
- Submit false information on behalf of clients
- Request hidden or unauthorised charges
- Misrepresent their qualifications
- Misuse clients’ documents
- Harass, threaten, or deceive users
- Collect information that is not necessary for the service
- Move transactions outside the platform to avoid applicable fees
We may verify consultants and request identification, qualifications, business details, or other supporting documents.
Verification means that reasonable checks have been performed. It does not guarantee the consultant’s performance or a particular result.
10. No Guarantee of Results
We will make reasonable efforts to provide the service described at the time of purchase.
However, we do not guarantee:
- Admission into a particular institution
- Success in an examination
- Award of a scholarship
- Approval of an official certificate
- Approval of a police character certificate
- Acceptance of a state-of-origin application
- Acceptance of an academic verification
- A visa, licence, employment, or travel outcome
- Completion by an external organisation within a specific period
- Acceptance of information or documents by a public authority
Decisions made by schools, examination bodies, government agencies, scholarship providers, employers, and other independent organisations are outside our control.
Payment is generally for the support or processing service provided, not for a guaranteed decision or outcome.
11. Prices and Payments
Some services may be free, while others will require payment.
Before making a payment, you should be shown:
- The service requested
- The service price
- Any platform or processing fee
- Applicable taxes, where required
- The payment method
- Important service conditions
You are responsible for reviewing the amount before authorising payment.
Payments may be processed by an independent payment provider. The payment provider may apply separate terms and privacy rules.
We may:
- Confirm whether payment has been received
- Hold a payment while a service is being reviewed
- Deduct clearly disclosed platform fees
- Release payment to a consultant
- Delay settlement while investigating a complaint
- Reverse or refund a payment where appropriate
Consultants must not demand an undisclosed fee after a service has been purchased.
An additional fee may apply if you request an additional service, but the new charge must be explained before the additional work begins.
12. Refunds and Cancellations
Refunds will be considered according to our Refund and Cancellation Policy and applicable consumer-protection requirements.
A full or partial refund may be considered if:
- A service was not provided
- A consultant cancelled the service
- A duplicate payment was made
- An incorrect amount was charged
- The service was substantially different from its description
- A technical problem caused payment without access to the service
- A refund is otherwise required by law
A refund may not be available if:
- The service has been completed
- Processing has already started
- A payment has already been sent to an external organisation
- The user provided incorrect or incomplete information
- The user submitted a forged or misleading document
- The user failed to meet a stated deadline
- The user changed their mind after substantial work began
- The request was rejected by an independent institution
- A previously issued document cannot be reprinted through the selected process
- The account was used for serious fraud or misconduct
For example, where a user incorrectly selects a first-time printing service even though a JAMB document has previously been printed, the request may be unsuccessful and the payment may be non-refundable if this condition was clearly shown before payment.
Refund requests must be submitted within 14 days of the transaction or problem.
Nothing in these Terms removes a refund or consumer right that cannot legally be excluded.
13. Acceptable Use
You must use the platform responsibly and lawfully.
You must not use the platform to:
- Commit fraud or another illegal act
- Submit forged documents
- Alter examination results or certificates
- Impersonate another person
- Obtain another person’s private information unlawfully
- Harass, threaten, or deceive another user
- Share malicious software
- Access another account without permission
- Interfere with the platform’s security
- Send spam or unsolicited promotions
- Scrape or automatically collect platform information
- Avoid approved payment processes
- Infringe copyright or intellectual property rights
- Misrepresent your relationship with an institution
- Promote examination malpractice
- Obtain leaked examination questions
- Purchase grades, results, or certificates
- Facilitate unlawful admission or identity fraud
- Falsely claim state, local government, family, or residency information
We may remove Content, reject a request, suspend an account, withhold a consultant payment during an investigation, or report unlawful conduct to the appropriate authority.
14. User Content
You may be allowed to upload:
- Documents
- Messages
- Photographs
- Reviews
- Comments
- Academic information
- Application materials
- Other Content required for a service
You remain the owner of your Content.
By uploading Content, you give us permission to store, process, copy, transmit, and share it only as reasonably necessary to:
- Provide the requested service
- Send it to your selected consultant
- Submit an authorised request
- Communicate with an institution
- Maintain security and backups
- Investigate a complaint
- Meet legal requirements
You confirm that you own the Content or have lawful permission to provide it.
You should avoid uploading information that is not required for the selected service.
15. Intellectual Property
The platform may contain:
- Brand names and logos
- Website and application designs
- Educational materials
- Videos and tutorials
- Examination-preparation resources
- Templates
- Written information
- Software
- Graphics and databases
These materials may belong to Certify, consultants, content creators, or licensors.
Unless written permission is provided, you must not:
- Copy or republish our materials
- Resell educational Content
- Record and redistribute paid lessons
- Share paid account access
- Remove ownership notices
- Present our Content as your own
- Use our name or logo in a misleading way
- Make paid resources publicly available
- Reverse engineer or interfere with the platform
Purchasing educational Content gives you limited permission to use it personally. It does not transfer ownership to you.
16. Privacy and Data Protection
Our Privacy Policy explains how we collect, use, store, disclose, and protect personal information.
By using the platform, you acknowledge that you have had an opportunity to read the Privacy Policy.
Consultants must handle client information only for authorised services and must apply reasonable security and confidentiality measures.
Users may have rights relating to access, correction, deletion, restriction, objection, portability, and certain automated decisions under applicable Nigerian data-protection requirements.
17. Third-Party Organisations
Our services may involve external organisations such as:
- Schools and universities
- WAEC, NECO, and JAMB
- Government ministries and agencies
- Civil registration authorities
- Police authorities
- Scholarship organisations
- Payment providers
- Technology providers
- Courier and delivery providers
These organisations may apply separate:
- Requirements
- Processing periods
- Prices
- Privacy policies
- Refund rules
- Terms and conditions
- Verification procedures
We are not responsible for a third party’s independent decision merely because we assisted with an application or provided a link to its service.
18. Complaints and Disputes
If you have a complaint about a service, contact us with:
- Your full name
- Transaction reference
- Service requested
- Description of the problem
- Relevant messages
- Proof of payment
- Supporting documents
- The resolution you are requesting
Where a dispute concerns a consultant, we may:
- Request evidence from both parties
- Review communications made through the platform
- Hold an unsettled payment temporarily
- Recommend a full or partial refund
- Release payment for properly completed work
- Restrict a consultant or client account
- Refer serious matters to the appropriate authority
Our support process does not make us a court, tribunal, or legal representative of either party.
Users remain free to exercise available consumer and legal rights.
19. Suspension and Termination
We may restrict, suspend, or terminate an account if:
- These Terms are seriously or repeatedly violated
- False information or documents are provided
- The account is connected to fraud
- Another user is threatened or harmed
- A payment properly due remains unpaid
- The account creates a serious security risk
- The platform is used for academic misconduct
- Termination is required by law or an authorised body
Where reasonably appropriate, we will explain significant action taken against an account.
You may stop using the platform or request account deletion at any time.
Certain information may still be retained for legal compliance, financial records, fraud prevention, complaints, or security investigations, as explained in our Privacy Policy.
20. Platform Availability
We aim to keep the platform available, secure, and functional.
However, access may be interrupted because of:
- Maintenance
- Software updates
- Internet or telecommunications failure
- Payment provider problems
- Security incidents
- Government restrictions
- External system failures
- Events outside our reasonable control
We do not guarantee that every feature will always be available or error-free.
21. Limitation of Liability
To the extent permitted by law, Certify will not be responsible for indirect or unforeseeable loss caused by:
- A decision made by an external institution
- Incorrect information submitted by a user
- A missed deadline caused by a user
- A private payment or arrangement made outside the platform
- Temporary platform unavailability
- Delays caused by government agencies or examination bodies
- Misconduct by an independent consultant that we could not reasonably have prevented
- A user’s failure to protect account details
Where the law permits a financial limit, our total liability connected to a particular Paid Service will not exceed the amount paid directly for that service.
Nothing in these Terms excludes responsibility for fraud, wilful misconduct, or any liability that cannot legally be excluded.
22. Changes to Services and These Terms
As the platform grows, we may add services, remove services, or update existing service requirements.
We may also update these Terms when:
- New services are introduced
- Consultant responsibilities change
- Our payment process changes
- Legal requirements change
- New safety or security measures are introduced
Updated Terms will be published with a new “Last Updated” date.
If an important change significantly affects an existing Paid Service or users’ rights, we may provide notice through email, the website, the application, or an account notification.
23. Governing Law
These Terms are governed by the laws of the Federal Republic of Nigeria.
You and Certify should first attempt to resolve a dispute through good-faith communication.
If the dispute cannot be resolved, it may be submitted to a court or another dispute-resolution process with lawful jurisdiction in Nigeria.
Nothing in this section prevents a user from exercising a lawful consumer right or submitting a complaint to an appropriate regulator.
24. General Provisions
24.1 Entire Agreement
These Terms, our Privacy Policy, and any service-specific conditions form the agreement governing your use of the platform.
24.2 Severability
If any provision is found to be unlawful or unenforceable, the remaining provisions will continue to apply.
24.3 No Waiver
Our failure to enforce a provision immediately does not mean that we have permanently waived it.
24.4 No Partnership
Using the platform does not create an employment, partnership, joint venture, or agency relationship between a user and Certify.
